Pocket change...$

Started in June 2006 at $10.60 Received raise to $11.02 in June of 2007. Just found out that Corporate changed my job title Office Manager and compensation wage to $11.38 in January 2007 (which I did not receive a pay change).
3 people in office: Operations Manager, Area Supervisor, and (me) Office Manager.
The Operations Manager and Area Supervisor are leaving Jan/Feb I will have 2 new people in office to worry about so I requested a little more pay. (this is when I found out what I should have been making) All they (Regional Manager, Birmingham) were willing to bump me up to was the starting wage I should have already been making.
All I really want is to be moved up to $12.00. Which is probably pocket change to them.
Should I have been put at that start wage when they changed everything? ($11.38)
