The companies classified handbook for this employer states that the depart is to get approval through unit level, president and the human resources office before reoganizating or reassigning an employee.
Any suggestions and should I seek a employment attorney for direction.

"Political games", as you put it, is not legally actionable. Therefore, the above response would be a waste of your time. These types of "games" are played out all the time, all over the country, and nothing about it is "actionable."
However, since you haven't suffered any actual damages, and since you haven't listed anything that could, or would, reasonably be interpreted as "fraud" or "breach of contract," I would suggest that you go along with whatever your employer wants and be glad you have a job. You could be fired at any time, and for no apparent reason. To establish a fraud claim based on misrepresentations made during the course of employment, the employee must show damages as a result of justifiable reliance thereon.
In other words, absent fraud or breach of contract, your employer can do with you whatever it wants as long as it is doing so within State and Federal guidelines.
