Default can a transfer be forced

My organization told me I have to transfer to a different location. I am uncomfortable working in the new neighborhood (it is drug infested, violent and dangerous). They say it is a directive (not an offer or request) and I have no choice in the matter. If I refuse, I no longer have a job. Is this legal? Do I not have a right to feel safe at my place of employment?
FYI-my current position is not being eliminated and my branch director does not want me to accept the transfer.

I don’t see why your employer could not force a transfer. “Illegal” employer actions must be tied to a specific law forbidding it or a form of discrimination. I don’t see either here.
