Default Refuses to file Workman's Comp claim - what to do?

My mom was working for the TSA and was injured on the job. Since getting a court decision finding in favor of a workman's comp claim, they refuse to file the paperwork at the office to cover medical bills and pay the wages lost during the period in which she could not attend work.
How can we compel them to file the paperwork? What body is responsible for seeing that these sorts of orders are complied with? We're stuck and don't know what to do.
