Exclamation zoning law question

I need some legal advice on a zoning issue. I bought a manufactured home and went to put it on some land in a small town where my wife's family is from, and when i filed for a building permit I was denied becuase the city council said there was an old ordinance that stated a "mobile home" could not be placed between two existing houses. We are building where a house was before on basically it's own city block. The county appraiser tells me this should not be an issue do to there being no zoning in the town. She said as long as the titles to the house and the land are in the same name, the house set on a permanent foundation with no wheels under it, which it doesn't have anyways, and is at least 40 feet in length it is cosidered manufactured realestate and that is how it is taxed. There are "mobile homes" through out the town which have been recently built even the town's own post office is a trailor. We have been denied three times and the town's own lawyer questioned the legality of the ordinance at one of the town's meetings and he said he didn't think it would hold up in court. I think we are being denied for personal reasons against both my wife's and my families personal runins with one of the council members. He is the boss of three osf the other council member so they vote how he tells them to. I contacted HUD but haven't heard back. Everyone I have talked to says without zoning they can't us an ordinance based on zoning to tell where I can build. I am looking for some legal advice on this topic or represntation if anyone thinks they can help.
