Hoa dispute texas

My a/c unit failed to operate 2 days ago,just found out that the asso. will not repair the individual hvac unit,in place over ten years.Rules were revised in may of this year.However,the association is using everyone's monthly fees to replace a chill tower that only benefits half the community,the other 50% have individual units.In the past they would service all units.

Do I have any recourse ?
