Question Overseas surveillance

I'm currently living overseas in a foreign country, and it seems someone from the U.S. has hired a surveillance company in the foreign country to do surveillance and harassment on me. The surveillance company is very careful to obey the laws in this country, but I wonder if they are not breaking any U.S. laws.

I don't think that U.S. law would apply if a company is operating in another county. The laws of the foreign country would apply. Think of it like this. If there is a foreign company who employes underaged workers and is doing business in the U.S. They cannot tell the U.S. that we want to employ a 10 year old to work in our factory because that is how we do it in the old country. U.S. law would apply because they are on U.S. soil.

But if a U.S. citizen is hiring a company overseas to harass another U.S. citizen who is overseas, couldn't the harassing U.S. citizen be sued in the U.S. if they are breaking U.S. law?

The laws of the U.S. apply to all U.S. citizens no matter where they are.

So, as an example, if murder is legal in Country B, and U.S. citizen, Smith, is living in Country B, a non-U.S. country. If U.S. citizen, Jones, hires a company in Country B to murder U.S. citizen, Smith, in Country B, U.S. citizen Jones could be held responsible in the U.S. for committing murder? Isn't that true?

So, with regards to harassment, if U.S. citizen Jones hires a company in Country B to harass U.S. citizen Smith, and although the harassment company in Country B may operate in a way that is legal under the laws of County B, the harassment company may overstep the boundaries of U.S. law and in this way, U.S. citizen Jones would be held responsible in the U.S. and could be sued by U.S. citizen Smith in the U.S. for harassment. Yes or no?
