I'm currently living overseas in a foreign country, and it seems someone from the U.S. has hired a surveillance company in the foreign country to do surveillance and harassment on me. The surveillance company is very careful to obey the laws in this country, but I wonder if they are not breaking any U.S. laws.

I don't think that U.S. law would apply if a company is operating in another county. The laws of the foreign country would apply. Think of it like this. If there is a foreign company who employes underaged workers and is doing business in the U.S. They cannot tell the U.S. that we want to employ a 10 year old to work in our factory because that is how we do it in the old country. U.S. law would apply because they are on U.S. soil.
