Default Prespective easement

I have a question. I was digging in my property about 7 years ago when I hit a City water line. In all my paperwork when i bought my property there was never an easement. This was a water line that belonged to the City. When I confronted them about it the claim they didn't need an easement. They gave me the term prescriptive easement. Then they capaed the line at the citys side of the line and I was told it is a dead issue. Now recently after i was digging again at my property line I found a sewer tap right at the entrance about 6 inches into my property. I am not connected yet. Is this another violation of trespessing? I know that the sewer line infron of my property was put there about 5yrs ago. Can I do something about the two?

Ummm... might I suggest a hobby? Something that doesn't entail DIGGING in the front yard?
