Destroying evidence

I was arrested in 2007 on "suspicion of drinking". The cop would not show me the test score on the breathalyzer. I was taken to the jailhouse, less than a block, met by another officer who threw me my empty keychain. My car had been towed and impounded before I took the test at the jailhouse. I passed with a .07 but the arresting officer said it was close enough. He was going to arrest and charged me.I sat for three hours at the jailhouse being harrassed by him and other cops. Then was taken to another jail. The Jailer thought I was lieing when I told him I was brought in on a DWI.
My Public Atty, Judge, arresting officers and County Sheriff broke more laws than anyone that comes through their court. After 4 months of delays in court, I was found guilty. They had erased all video from the stop and the jailhouse. The Judge said it happens all of the time, Oh well. They told some story that the .07 score was some kind of room test and doctored the paperwork to say I scored a .08
AUG. 2009 I have met their goals to reinstate my license several times. Every time I do they change the requirements. Even the man giving the driver's test at the courthouse said i was eligible in Feb. 2008 They are still denying my driver's license what can I do or who do I go to? My private Atty said that my county has the most crooked cops he has ever seen. They blind-sided him so he is still trying to help me for no charge.
