You cannot sue anyone--no one allegedly did anything to you.
Your son must be able to prove that excessive force was used--and if he was resisting arrest, he very well may have sustained a black eye. Also it is possible that at some point he was in a fight BEFORE or in a fight that LED to the cops being called. Short of having a witness or some substantive correlation between a black eye and being arrested by police officers, it would be difficult to prove.
With what was he charged? If resisting arrest was one of the charges, I suspect that charges of police brutality won't "fly".
If he thinks he has a case, tell him to consult with a civil attorney well versed in Title 42, Section 1983.
