He was originally charged with 3 felonies and 1 misdemeanor but they made a deal to drop 2 counts for his no contest plea to 2 counts of felony unlawful *** with a minor more than 3 years younger. I would appreciate any responses you would like to offer. Should we consider suing the Guard, the perpetrator or both? Or neither? Please help!!!

What were the reasons given as to why he isn't going to be required to register as a s3x offender? Why isn't he being charged with statutory rape? Did you have an attorney for the criminal proceeding? ( Not that you needed one since you weren't charged)
I would talk with an attorney immediately, one who specializes in civil law, in particular, how it pertains to the government. I believe you have a case against not only the perpetrator, but possibly against those in authority who hired him and put him in a position of authority IF you can prove they did so negligently.
