I was injured at work - is that a personal injury or workers compensation matter?

Default Workers Comp v. Personal Injury

Your employer is required to have workers compensation insurance for all employees. Are you an employee or do you hold a more specialized title such as independent contractor? Not all employees are covered. You should check your state laws.

Assuming you are a covered employee you will want to first report your injury to your employer. Next you will want to seek medical treatment.

Default worker's comp

My husband was the one who got injured at work on Oct. 11, 1996 . Then he was entitled to temporary disability for the period of 7/10/97 to 9/8/98. Since then he became permanent disabled and stationary on the 8th day of September 1998
well as the years went by he has been seeing his orthopediac doctor twice a year, three times per event would inject him to relieve moderate/severe discomfort/ pain.
Throughout the whole processs of being seen by this doctor I hound his lawyers to get authorization from worker's comp for his doctor to admit him to an appointment and then wait another painful month before he was the seen and treated. I say approx. three months total wait of pain and discomfort.
Now my question is:
Is there such thing as a so call new law that came into effect in the year 2003 that all awards given prior to this year were subject to a withdrawl of benefits?
And one more questioned:
What can we do to receive the medical attention that were awarded to him?
What about disability benefits? Funds? Aid?
SOMETHING???
I am really desperate he has so much pain that no one in the medical profession wants to see him!!!!
Please help!!
