You should be able to contact the medical facility and ask for a records release form. Once that's completed and turned back in, there shouldn't be any delay in receiving your medical information or copies of your medical records. Some facilities will even provide this form via fax; you'd have to contact the records office of your particular hospital/clinic, etc. to find out their particular procedure. http://www.legalmatch.com/law-librar...ility-act.html may help with some of your questions.
I think you're in a bit of a tricky situation there .. depending on how long ago the miscarriage occurred, your family health history, etc. and other factors, it may not be possible for a second or possibly third medical professional to determine the actual cause or whether medical malpractice was in fact involved. Just a suggestion here that when you do get those records, if at all possible, consult with at least 1 to 2 other qualified obstetricians first. Depending on their opinions, you may then want to consult with an attorney to determine if any further action is warranted.
Good luck.
