Default To Sue or not to Sue!

I went to a plastic surgeon for a Full Tummy Tuck and during the consult he suggested that I could have a Breast reduction as well.
I agreed that I could use one since they were a double D in size and a little saggy from child rearing and age.
He told me that I would not have to incur any expense for the Breast reduction as in Ontario OHIP pays for it.
He asked what size I wanted to be after the reduction and I replied a C cup.

Well after the surgery I couldn't tell what size they were going to be because of swelling. I waited till the following year and then had revisions to both the tummy tuck and breasts due to what are called dog ears and extra tissue at the sides of my breasts and the same issues with the tummy.

A year later and now all healed up I am lucky if my breasts are a large B. More like an A cup. My belly is uneven and my hips have an over hang on both sides with one side being larger than the other.
I have contacted the surgeon through emails and his reply to why he took my breasts down so small is that he had to in order for OHIP to cover it. I told him that he should have made me aware that he would have to take a certain amount out in order for it to be covered. If I had known that prior to surgery I would have not had the surgery or paid for it myself. His response was that I should have asked for a Breast Lift not reduction and I would need implants to fix the problem. Yes that is how he refers to my breasts now A Problem!
As for the other issues he just skirts over any question I ask.
I have all my pictures that I took from the first surgery and the revisions. I also have all the emails to and from him.
I told him that other patients have contacted me regarding a class action suit and his response was that he has never lost a law suit in 20 years. I told him I would like to prove them wrong and approach him on what he thinks could be done to fix things, I asked him if he thought Lipo would help reduce the areas of concern and how much implants cost and to give me info on them.
He just told me it would depend on the type of implant and that he would charge at least another three grand to fix things.
I'm not about to give this doctor another penny, I just wanted to see what he would say.
So do you think I have a case and what basis do I sue him on if I do have a case.
