Default question about Katrina

This question is more a general one regarding what kind of course of action the survivors can take. I was wondering if the family members of the people who died in the days following the hurrican due to the lack of fedearl aid and support have enough of a case to file some type of wrongful death suit. The biggest problem I see and can't seem to figure out is who would the suit be brought against, I mean who is really to blame for all this devastation and loss of life? FEMA, the Mayor, the Govenor, whoever igonored that report about the leve (sp?) needing to be fixed? Sorry if this sounds like a rant, I just need to know if there is anything that can be done to get some type of reparations for these people.

The problem relatives of those who died after the hurricane will have to overcome is the fact that people did not evacuate after the mayor called for a mandatory evacuation of the city. So who is to blame? It's too difficult to say who is responsible for what.

Trust me, if there are wrongful death lawsuits we will hear about them on the news.
