His eyesight now isn't even good enough to receive a drivers license. It is my hope that we can salvage some level of justice. We are looking for a lawyer or law firm to take this case on a contingent basis of up to 50% of the proceeds.

If you have a good case here you should be able to find yourself a medical malpractice lawyer who will be more then happy to take the case for less then 50%. Most charge 33% to 40% of the award.
LegalMatch is a great tool to find attorneys interested in cases such as this. Try them out. If that doesn't work, print out the case summary you put together in LegalMatch (they allow you to do that) and fax it to other medical malpractice attorneys you find from directories or the yellow pages. Shop and go with the one you like best!
Things to note: This case involves suing the government. Make sure your attorney is familiar with the intricacies in doing this. Also check with his criminal lawyer to make sure you are not missing anything there. Since he is in custody, his rights are restricted. His criminal attorney, even if it was a public defender should know whether that will be an issue here.
