Unhappy same house as black mold but also flea infested by cat.

What to do about a flea infested house by a cat? all but two of the carpets are new and the major room the bedroom has cat smelling carpet that the landlady refuses to change because she insists that its fine. However, it's stinky and there are fleas in there and it makes my poor dog miserable we've tried flea shampoos, collars, pills, and gels that go on the skin of the dogs nothing has worked. It’s so bad that she’s had a 3 flea baths in a day even though the bottle recommends one bath every 7-14 days. We even have flea bites on our skin.
