Default Landlord/tenant law

My landlord and I signed a lease that is being approved by her condo association. Upon approval, the assoc. will have me come in for an orientation and schedule a move in date. Our lease was suppose to start on the 7th of this month and my landlord said that I could move in without the approval. The condo rules and regulations state that I have to wait for approval from the condo assoc. I am wondering if I can still get out of the lease and get my money back since I have not been approved yet and because I havent moved in yet.
My landlord gave me the keys and I gave her first month's rent, security and half of last month's rent on the 6th of this month. I entered the premises and noticed that the carpet was not properly cleaned and the paint was funny looking. She called the carpet cleaners to make them come back out..but they said that the carpet had soot damage from a possible fire or lighting of many candles. The soot is lined upon every wall and corner on the carpet. I noticed the next day that there was extensive soot behind the refrigerator and a/c unit. The paint was over soot covered walls and it looks like someone tried to cover it up. My landlord states that she knew nothing about it since she bought the condo in Nov. 2005. I also found out that the water smells like sulfur and that is a major problem as well.
Am I legally bound to this lease agreement if there are problems that are unfit for me to live? Or is this lease agreement not legal if the condo assoc has not approved yet? Any help would be appreciative! Thanks!
