Thumbs down Stuck with heating bill

I loved in a two family flat. The heat was suppose to be paid by both tenants but when I gave money to the other tenant she never paid the bill so the heat got cut off. I got it own in my name children were in the home downstairs. I never got one Ted cent from her a nd the landlord cause she wasn't paying rent only gave me 50.00 dollars. I want to sue them both cause I am still paying on the bill.
