No hot water/ 1 exit in bedroom

For the last 3 days the apartment does not have any hot water. Told to landlord and he keeps saying he will be over to fix it and hasn't. Do I have the right to withhold rent or what are my options?

My parents keep telling me the apartment should not be a rentable place because the bedroom only has 1 exit. That's the door, they keep saying every bedroom is suppose to have 2 exits. Normally that is a door and a window. Thoughts?

No Hot Water

Yes. This is called an Implied warranty of habitability that comes in almost all residential leases. Recent new laws in Pennsylvania allows tenants to stop paying some or all rent if the landlord does not make necessary repairs such as fixing hot water and making the property unlivable. A tenant who withholds rent when a landlord has failed to make necessary repairs may use this as a defense if the landlord decides to sue for back rent or eviction, if s/he can prove that the house or apartment is worth only the smaller amount of rent.

You may either talk to a landlord tenant attorney or go to small claims court if a further dispute.
