what are the legal issues involved with experimenting on a subject without there consent..i.e stipulations, exceptions, rights, etc.

ok say one had people, whom he has no idea who they are, running electrical currents through various parts of his body, among many other things. never agreeing to have this experiment done on him. plus i've read there were cases where experimenting without consent was allowed because of community consultation and public disclosure; just wondering what that means..includes?
