help.....with a sad personal matter

my aunt came to the US seven years ago from Honduras thru Mexico she did not get caught at the time. She was pregnant and had the child here in the USA, she moved into a rooming house and latter became pregmant again and had my niece. Both young girls were happy children, during this time my aunt has tried to obtain either a work permit or green card with no sucess. Unfortunatelly four years ago suring the night there was a fire in the house and the people inside failled to let them know of this, when my aunt woke due to the smoke the house was engulfed in fire my aunt tryed to save my nieces. Unfortunatelly my four year old niece died and the eighteen month is a quadraplegic my aunt is not getting any help and still there is no work permit. Is there anything that she can apply under now that this misfortune has happend???????? Please advise.
