nephew in trouble

My nephew is 9 yrs old he has had a lot of problems growing up fire starting violence towards others. He has ADHD and has been diagnosed with serveral other disorders. He has been taking medacation and recently my brother and my sister in law went to SRS here looking for help because he was acting out again they (srs) placed him in a hospital for re-evaluation this was the goal of his parents because the meds dont seem to be helping him at all. Last week he was discharged from the hospital and his behaivor had actually been getting worse his parents want him back home but instead he was placed in a foster home this was suppose to be temporary but at the last court hearing it seems as though this is going to be permanent.
The problem is my brother and my sister in-law went to these people for help with my nephew not to have him taken away and the foster home he is in is not equipt to deal with him and i personally have great concern for his well being he was sick for a week in the foster home with strep throat and it wasnt until he went to visit his parent he got to a doctor.
What can my brother and sister in law do to get him back being in a foster home is no different then being at home. They feel they are really being screwed by the people they went to for help. SRS and KVC are telling them they want reunification but dont seem to be taking any steps in that direction.
Can they do anything to get him back sooner rather than later?
PLEASE respond I need to know what to do. The DA thinks this is about money because my brother is military his insurance pays she stated this in court and still the judge released him to srs instead of his family.
