grandaughter

My 5 yr old grandaughter came to stay with me once again this weekend. Her mom is in rehab again. My son's name is NOT on the birth certificate. I just simply want to get her in school. I'm told I can't without some kind of guardianship? custody? I don't know what to do!! Can someone please guide me in the right direction?
