Corrupt Judge

I was arrested for suspicion of DWI on AUG. 8, 2007. I was harrassed and jailed for 5 days. After 4 months of complete B.S. I was convicted because the cops erased all video of the arrest and 3 hours spent at the jailhouse. The video was subpeonaed to which they provided less than 4 minutes of the officer saying I was being charged. Nothing of the breathalizer tests, harrassment or discussion between myself and the arresting officer about the results.
The worthless public defender refused to take any actions to get the charges dropped or get the rest of the video, Judge didn't seem to care either. 1st hearring no evidence-rescheduled, 2nd hearring no charges filed-rescheduled, 3rd hearring no DA-rescheduled. I told the public Defender to file a complaint with the State every time but he refused.
I had to borrow money to hire private Atty but he told me it was to late, the public Def. knew he had to file within 3 months to say I was pleading not guilty. I was convicted when the judge said the Sheriff's Office did not have to provide any more video.
Aug 14, 2009 I have pd all of the fines, bought back my car for 2x the value,taken private classes as well as AA, basically any and everything they can come up with, I still don't have my license reinstated. I was told by the man giving the tests at the courthouse that I was eligble on Feb. 2008. I have all of the paperwork from the case, He was right. The paperwork said 180 days from the final court date.
Who can I contact at the Governor's level to have my case cleared.
There is currently a case going through The Court with two people in a vehicle being charged with DWI.

Many states have protocol in place to remove or seal records of certain crimes. This site will explain your state: Criminal Expungement

I don't have the time to read the entire site but I can assure you that the Gov. of Minn. is not going to remove this from your record. I also read on that link that in your state, certain crimes cannot be expunged and it lists specifically DWI. It states:
Serious crimes like murder, aggravated assault, driving while intoxicated, and *** offender crimes are never expunged.
