Angry Education law

I'm wondering what my rights as a parent are in waiving a rule at my son's public county high school. We feel they start school too early in the day, which can lead to health, safety, and attention problems. He has to catch his bus at 6:30, which means we are all up at 5:30. I tried to home school him in one course so he could start later in the day. The county does allow part time enrollment, but only allows students to take up to 2 courses at the school. That means we would have to home school him in most of his courses. Both parents work, so that would be difficult. Is there any way to waive this 2 course limit rule, so that he could skip the first block and get the sleep he needs?
