Unhappy Someone Please help regarding: Elderly care in VA

I have been told by my local Adult Protective Services worker in King George, Va that I can take care of three patients in my home, and also care for a family member. Today Richmond licensing division came into my home unnanounced at 4:55 pm and gave me 48 hrs to remove one patient. I have been doing this in home care for almost 8 yrs now. Someone made an anonymous call apparently. The family member I care for needs minimal assistance, what are my rights? and did they have the right to come in unnanounced? I choose not to be licensed, and am very confused when my local APS worker said I could have 4 if one was related to me. This same APS worker placed 4 patients in my son and daughter in laws home for 8 mos and called it respite to me. Help they are trying to put me out of business. I can't relocate anyone in 48 hrs. they have threatened to have me sanctioned.
