You cannot terminate his rights without his knowing. As a former social worker for an adoption agency, I have placed children where the birth mother has failed to identify him, so we placed notices in the paper, etc. and made a good faith attempt at finding him. And, after the child was placed for adoption, the adoptive parents understood the child was placed there, but was placed 'at risk', meaning that there was a window of time after the placement in which the natural parent could come back and fight for their child.
In many states, failure to support, or failure to show any interest in the children, including never contacting them, etc. is grounds for terminating their rights. I would talk to a family attorney immediately and set the proverbial ball in motion. But, you cannot do so without a good faith effort at finding/notifying the other parent.
