Default property dispute

My grandfather died about a year ago. He has 8 kids and didn't have a will, everyone is pretty much in agreement on how everything was to be distributed except 1 of the kids is giving the a hard time about how everything is being distributed. Mostly everything was settled, and now they are to the point to where they need to sale the car to pay it off and I guess some of the debt. My grandfathers sister put up a bid to buy the car, but 1 of the kids wants to buy the car. they both are trying to buy the car for the bluebook price. From what I understand the estate first goes to any decendents, then siblings. The lawyer (who by the way is on the the side that's giving the other kids a hard time) said that he excepter the sisters offer and the kid basically didn't have a choice unless she puts up a higher bid. The kid is the decendant, so shouldn't she have the first option to buy the car at bluebook price, and if none of the decendants want the car, then can be sold to other family or non family?
