Question Who Gets The House?

Here's the senerio:
My brother who lives in Alexandria,VA bought my Mother a house to be closer to the family in her old age. The house is in WV.
Here's the rub.
My Mother doen't want to move into the house because she is afraid if my brother croaks his wife will kick her to the curb. Even if he leaves it to her in his will.
My brothers wife is NOT on the mortgage for the house and has no interest in it. This is apparently legal to do in his state, don't know.
However, My Q to anyone, is there something that can be done to insure the secure habitation of Dear ol' Mom or is this a serious concern.

it would nice if your mother's name was on the deed only, this way its
her house.
