Angry Is this discrimination

I work for school district in ca, now for a year an half since I was hired to permanent I have noticed that all the over time has been going to only a selective few and not distributed to everyone or even a specific section as stated in our union hand book. When I brought the subject up in a suggestion box, it was posted in the district newspaper. The response was they were going to evaluate how this over time is distributed but in the mean time the same department is continuing to get almost all the over time, and I was even told by a supervisor that it was political. I believe it is illegal. What if any options do I have as far as legal action? I feel this is discrimination and our union reps are bed with the district, they do nothing for us. Can an arbitrator be brought in and check their books for who has been getting all the over time?

If the overtime is given or appears to be given based on race or *** there may be a strong discrimination case. If you believe it is just political favoritism, I imagine your union will have a grievance procedure in place, and likely an attorney you can talk to.
