Unfair to Employee

My brother has been given an offer of 6 months pay, bonuses, and VAC to get him to go away since he filed a harassment suit against his boss for threating him. This is a multimillion dollar company. He also has turned over documentation to the EPA because the company has been submitting false documents to the EPA in which his boss approved and he made threats against my brother. Should he seek legal counsel before accepting any offer from the company?

Most definitely. Before signing any sort of legal agreement or settlement, your brother should have an attorney look over the paperwork to fully understand what rights he might be signing away. Also an attorney might be able to tell your brother if the settlement is worth taking.
