Question Favoritism

I recently applied for a new position in a new department of the company I work in. I was accepted by the department and will soon transfer.
The person who previously held that job still remains in the company but has a new and entirely different role in the another department.
With the ecomony being the way it is and our business and hours relying on our occupancy (I work in a hotel), I realise that I may not get my 40 hours/week. However, I am wondering if the person who previously held my new position finds herself not having 40 hours/week as well, can she be given the remaining hours (to complete her 40) from my shifts and my weekly hours be reduced? In other words can she "bump" me in terms of hours?
I always thought that if you apply for another position you are at your own risk and you abdicate your rights to your previous job. This is my third transfer and I have lost hours in different departments but I never asked nor was ever offered to complete my weekly 40 hours with shifts in the departments I used to work in.
Isn't that stealing shifts from the people who actaully work there and have their payroll assigned to that specific department?

Please advise!! I never thought this would happen to me.
