Government Grant Procedure Question

Does anybody have info on obtaining a government grant? I have been trying to look for info on the internet but all of these sites are if'y towards being a scam or not. I need to know procedures please help. Oh yeah i'm looking for a medical/health grant for surgery.Thanx
