Interesting question. Traffic offenses are criminal offenses, not civil. So I am not sure about the "ruining credit" issue. Failure to pay any traffic citation results in the same punishments. It isn't meant as a suggestion to pay, you must pay because you allegedly committed the strict liability crime of speeding.
I'm interested in where you heard the information about no license suspensions taking place. I am not sure a warrant is issued unless there were repeated offenses.
Drivers caught on camera running a red light receive a citation in the mail. They are also provided with a link to the actual video of them running the light. Fines cost $117.
