I have just received a phone call from my brother in which he told me he was arrested and was being taken to central booking. I really don't know exactly what to ask I guess my question is does he need legal representation? Is this something in which he can get a fine or do we have to worry about there being a stiffer penalty?

It depends on your location, his age, his priors, and what exactly the charges are. The police at the station will provide you with the charges, arraignment time, etc. He could be charged with any number of charges, some misdemeanor charges, some felony. When he is arraigned, they will tell him exactly what the charges are. What they are will determine what happens from here.
