Stalked and PD where stalker lives refuses to take action

Im not sure WHERE to post this. Sorry. I live in IN, the woman stalking me lives in NH. She has a pending stalking case in IN. She came to IN after a man she met online. I want to sue the police and town where she lives. She has a history of law suits, she was involved in an anthrax hoax and was the reason the former Chief quit his job. In short I feel the current chief and town selectmen refuse to take action because they are scared of her. Below is a letter in part that I sent them today with names omitted. I have been to the police in IN, NH, and taken all steps I can. I now need an attorney to sue. Can someone PLEASE help me?!

____ has taken more steps in her stalking of me, she has hired someone to collect more of my personal info. _____, chief of the Greenfield NH police department I DEMAND you arrest her on stalking charges NOW! She has stalked me for almost a year with threats of death to myself, my family. She has now gotten more personal info on me, my date of birth. She is getting closer to carrying out her threats of death and having my grandchildren raped and killed. I WANT HER STOPPED! If I have to get a lawyer in NH and sue you Chief and the town to get you to do your job, I am prepared to do so. YOU are responsible for the actions of the people of Greenfield NH and that includes THE CRIMES OF ____! YOU may be scared of her suing the town again, but believe me when I show that you have sat by for a year and done NOTHING on my complaints to you, NOTHING to protect me, NOTHING to protect or stop the threats of rapes and deaths to 4 children, ONE OF WHICH IS AN INFANT, NOTHING to stop her from using my real name to email pretending she is me, in chats, on websites, in blogs, NOTHING to stop her from spewing her sexual filth and racist remarks about me and my family, NOTHING to end her threats.. in general, YOU HAVE DONE NOTHING! Her suits will look like a walk in the park. ____ sued that town twice and lost because she had no basis for a suit. I HAVE MERIT AND BASIS, starting with the signed complaint dated April 27th 2005.
