wrongfull dispursements of money

My ex lives in Wv and i moved from oh to fl and ever since have had a problem receiving payments i had to contact wv to get him to court he was incarcerated and payed 800 to be released this money went to his other case i contacted the commissioner and she sent me the money even though it went to someone else now every time he pays goes to wrong person even though he will be put back in jail have another court date nov, but can't even get money through IRS I think my case got lost in the system what can I do? don't have money for lawyer wouldn't even know what state to do that!
