Exclamation Founded child abuse/restraining order/alienated children

As result of spiteful acts of children's father and my legal negligence at the time, he gained legal custody of our 2 minor children a few years back. I was awarded visitation at his digression. The children have primarily been in my care all along however until about a year ago when he moved in with his girlfriend and decided it was convenient to enforce the order. Recently child abuse has been founded and admitted to by himself and a restraining order is intact to protect my daughter from him. My son however is not protected. He blames me for his charges although I am not the one who found the bruises or reported the abuse. As a result of his blame he has stopped the school from allowing me access to my children or their records and will not allow any contact between my children and myself. My daughter is living with his mom because he still has control over where she is even though he is restrained from her. My children are scared of him to the extent of looking over their shoulder to see if he sees them talking to me at public events. I need help protecting my children and being involved in their lives. DHS is involved but say they can't do much with him having custody. Please?!?
