Help - Dismissed chpt 13 2003 now need 7!

Can anyone give me some guidance with this? I filed for chapter 13 in san diego in 2003. I didn't do chpt 7 because I didn't qualify due to income. I made about 6 months of payments on the chpt 13 and then requested a dismissal because I couldn't afford the payments. I received a dismissal of the chpt 13 in 203 in San Diego.

I now live in maryland and have no job and NEED to file chapter 7 asap! How can I do this? I am not in San Diego anymore and am in dire straits here, please help!
