contract transfer

My mom has contracts with a cleaning company ( such that initially before she could start working, she had to purchase the right to work for them and then she was eligible to buy contracts). For the past couple of years she has been out of the country and some other people were hired by her to do the work. She is not a canadian citizen yet, but a permanent resident and will have her card expire in two months. But she has the right to come back to Canada as she has been within the country for two out of the last five years.
Yet, we are not sure when she will be able to come back. My question is , if she does not have the an active permanent resident card, can she still hold a business here, in Canada?
Also, can she , in case she looses her permit for residency in Canada, legally transfer to me the right to work with the cleaning company, so that I become legal to have contracts with the them, without having to purchase the rights off them?
