Does the person or business that you had an agreement with live in your state? If so you may want to find out the limit of your states small claims court. If the limit is too low and you don't want to take a loss you may have to find an attorney to help you in the big courts.

This doesn't sound like a breach of contract, it sounds like a sales transaction. Were the bikes being shipped to you or are they locally purchased? Have you contacted the person/vendor? What have you done to get your bikes? I would also contact the fraud department of your police in your city and let them know what happened, they might be able to help also. What agreement did you sign (if any) and what did it say?
