Got Rear Ended and Other Party Claims I Backed Up

I was rear ended over a month ago. I had scratches and a dent in my bumper. The lady that rear ended me was resistant to give me her insurance info so I called the police. The police came to the site but didn't think that the damages were bad and therefore did not file a report. The lady that rear ended me pulled her car close to mine and kept denying that her car could've made the scratches/dent in my car. The police officer said it didn't matter and that because she hit me we still had to exchange information. It was very obvious from our conversations who was at fault. We finally exchanged insurance info. The lady refused to settle it outside of insurance. She wanted to deal with it through insurance. So, I contacted her insurance co. They contacted her and she lied and said I backed up into her. There were no damages to her car. I gave her insurance co. the police officer's phone # as a witness and they said they would contact the officer for new info but it doesn't look like they are making any efforts to do so and closed the claim.

Where do I go from here? The lady that rear ended me wasn't very nice about the situation and always seemed like she was trying to get out of it. I want her to own up to it and take responsibility for hitting me regardless of the how little the damages were. What can I do? Should I contact my insurance co? I don't want my rates to go up. I want her rates to go up since she refused to settle this outside of the insurance co. Do I contact the officer myself and get a report from her saying who was at fault? The officer seems to be avoiding my calls.

Is it that easy for people to get away with rear ending someone? The police office mentioned that no report is filed unless someone is injured. Then, how is anyone supposed to prove that they were rear ended? I had my kids in the car. Can they count as witnesses?

Most insurance companies require an incident report be made.
