In a dream world, sure.

No, you agreed to terms and conditions when you got the card. What gave you the idea you could change them? If that were possible, everyone with a credit card would be changing the terms ( no interest, no payments due for 11 years, etc).

However, you are free to shop around for credit card company that better suits your needs---then contact them and tell them about the better offer. If, after reviewing your credit and other relevant information, they feel like they could offer you something competitive, that is their choice. But, no, you cannot INFORM them of the new terms you made up.
