I was wondering what a consumer can do to change the terms and conditions with a credit card company. Is it legal to change the terms and conditions to terms you want or is the consumer at the mercy of the credit card companys?

Is it legal to send a paper to the credit card company's stating new terms and conditions that will take affect if they process the payment.

Was just wondering.
