Why does he want to appeal a REPORT--a pretrial one at that? Does he want to appeal his conviction? Did he plea, or did he have a jury trial or bench trial? Did he have an attorney? How long ago was this conviction? Is he within the time allowed for appeals ( of the sentence)?
