I'm confused as to what you are asking. I personally know people who have, for one reason or another, changed their name. In fact, I am (sorta) proud to say a crazy gal on the Internet legally changed her name to mine in some bizarre fascination with me. I also have a friend who, as an adult, took his step fathers name out of respect and appreciation for the man.
Why are you involved in the issue at all? Why not let him tell them when the time is right? If you really must know, go to the court house and look it up. But why would you want to? Does it really matter to you if it is 'legal' or not? To what end?
