Home Ownwers' Association

The Home Owners' Association (HOA) manager for the development where I live recently sent me a letter saying in essence, "Please arrange to have the exterior of your residence painted."

The exterior painting of my residence is in fact quite good; yet I would not particularly mind getting it painted sometime in the coming year. My question, on the other hand, is regarding the LEGAL authority of an HOA's board of directors/manager in the above matter. Can a board force any house owner to get his house repainted, and, if so, in what POSSIBLE manners or sanctions could a board do that? (In a general way, a house owner may not have enough money to get his house repainted.)
